COURSE DESCRIPTION:
This Course is for people wishing to become competent in the application of the fundamental principles of supply chain management. Individuals who are credited with this Unit Standard will be able to identify opportunities to add value to the processes and procedures required to plan, source, make and deliver materials and goods.

This standard will also add value to public officials who are seeking to develop a career pathway towards becoming an accomplished public finance management and administration specialist.

COURSE PURPOSE:
The learner will acquire the following knowledge, skills and attitudes after completion of this qualification:

  •  Identifying and applying the principles of supply chain management
  •  Applying supply chain management policies and procedures within the public sector
  •  Utilizing supply chain management systems and resources to fulfill the function effectively
  •  Securing and managing supplier contracts

LEARNING ASSUMED TO BE IN PLACE:

  •  Communication at NQF Level 4

ESSENTIAL EMBEDDED KNOWLEDGE:
1. Reasons for supply chain optimization implementation
2. Reference models used in supply chain management (e.g. SCOR)
3. The role of forecasting in supply chain management
4. Customer focused marketing (comparison of current processes and procedures against customer focused marketing criteria)
5. Understanding the opportunities for value added services
6. Supply chain relationships
7. Cross functional integration
8. The concept of postponement logistics
9. 3rd and 4th party logistics
10. Components of total logistics cost (e.g. in and outbound logistics, packaging, storage, financing, manufacturing, labour)
11. Off balance sheet financing

TEACHING METHODOLOGY:

  •  Interactive learning based on outcome-based education approaching
  •  Facilitation approach during classroom training
  •  Formative assessments during training incl. group work, role plays, demonstrations, pair work, debates, case studies
  •  Visual aids – the use of multiple visual aids are promoted incl. slides, whiteboard, flipchart, video, audio
  •  Questioning techniques used – open-ended questions, discussions, analyzing, comparisons, own opinions, conflict resolution, work-based examples, clarifications
  •  Assessments – formative assessments (during training), post assessments (building of Portfolio of Evidence and completing a Workplace Journal)

LEARNING UNIT 1: Range of options
Module 1: Reference Model indicating parties involved and their roles in the supply chain
Module 2: Apply the principles for supply chain optimization
Module 3: Elements that make up total logistic cost
Module 4: Transform strategic objectives into supply chain optimization framework
Module 5: Recommendations in regards to timeframes and optimization of supply chain
Module 6: Improve customer service standard in a cost effective manner due to the implementation of optimized supply chain methodologies

LEARNING UNIT 2: Principles of Supply chain management
Module 1: Identify elements of a supply chain management system
Module 2: Describe the evolution and importance of supply chain management systems in the public sector
Module 3: Explain and apply legislation in regards to supply chain management in the public sector
Module 4: Guidelines and principles for the operations of supply chain management
Module 5: Principles of e-commerce to enhance the efficiency and effectiveness of supply chain at a tactical level

LEARNING OUTCOME 3: Apply Supply chain management policies and procedures
Module 1: Spanning functional boundaries of supply chain management in South Africa
Module 2: Public sector processes in regards to quality and quantity, supplier selection, pricing and timing of purchases
Module 3: Contractual principles, policies and procedures
Module 4: Ethics and codes of conduct associated with supply chain management
Module 5: Reporting processes in regards to supply chain codes of conduct

LEARNING UNIT 4: Supply chain management systems and resources
Module 1: Strategic objectives are transformed into supply chain optimization framework and forecasts are drawn up
Module 2: Systems and resources are utilized to ensure supply chain optimization
Module 3: Inventory systems
Module 4: Procurement of bulk services and goods
Module 5: Customer service standards are achieved and is cost-effective

LEARNING UNIT 5: Secure and manage supplier contracts
Module 1: Contract and relationship management techniques, tools and philosophies
Module 2: Standard public sector contracts are reviewed and adapted to secure supplier relations
Module 3: Terms and conditions relating to different types of contracts
Module 4: Contract administration to ensure proactive management of contracts
